The difference between visa-free and free visa travel to Ghana

Ghana has recently announced the start of a free visa system for all Africans visiting the country, and some news sources have misconstrued the information, calling it visa-free. That has spread confusion, showing a clear misunderstanding of the difference between free visa and visa-free.

In 2024, then President Nana Akufo-Addo announced a free visa system for all Africans visiting Ghana. But the system didn’t take off until he left office at the beginning of 2025.

In the last couple of weeks, President John Mahama announced that the free visa regime would come into force on Africa Day, May 25, 2026. When the news broke it was largely reported as visa-free. But the two are not the same. There is visa-free and free visa.

Ghana already has visa-free agreements with member countries of the Economic Community of West African States (ECOWAS). The 15 ECOWAS member countries don’t need visa to enter Ghana and same for Ghana. Then Ghana has additional visa-free agreements with some countries in Africa, the Americas and Caribbean and Asian countries. In Africa, in addition to the ECOWAS system, Ghana has visa-free agreements with countries like Kenya, South Africa, Mauritius, Seychelles, Rwanda, Eswatini, Malawi, Tanzania and Algeria. The visa-free agreement with Angola is currently only for diplomatic and service passport holders.

In the Americas and Caribbean, Ghana has visa-free agreements with Grenada, Jamaica, Trinidad and Tobago, Barbados, Bahamas, Guyana, Dominica, Colombia, Antigua and Barbuda, Saint Vincent and the Grenadines.

In Asia, Ghana has visa-free deals with the Philippines, Fiji, Micronesia, Palau Islands and Singapore.

What is visa-free?

With visa-free agreements, travellers from the countries in the agreement do not have to apply for visas at all. They do not need visas to visit those countries. They simply buy their tickets and fly into the countries. Depending on which country, travellers from agreement countries are given between 30 to 90 days stay during any visit.

The free visa regime

Free visa regimes are systems under which travellers from the countries involved need to apply for visa to travel, but they do not have to pay for it. Travellers apply for the visa and must meet all the requirements for travelling, and if they are approved they are given the visa, but they do not have to pay for it. The visa is free.

Currently, Ghana has a free visa regime with Egypt. A Ghanaian travelling to Egypt must apply for visa, with all the required paperwork and demands for eligibility, but they don’t have to pay a fee. The visa is free if granted. Egyptians coming to Ghana must also apply for visa, which can be denied by the way in each case, but they do not pay any fees.

What Ghana is introducing on May 25 is the free visa regime to all African countries that require visa to enter Ghana. In other words, all these African countries that have always required visas to enter Ghana, still must apply for visas. But only this time they must apply through a new e-Visa system, and there are no visa fees. The new e-Visa system, according to Ghana’s Minister of Foreign Affairs, Samuel Okudzeto Ablakwa, shall be linked to Ghana’s newly established API-PNR system and other international crime database which allows the country’s consular officers to check background of applicants and provide appropriate vetting to ensure Ghana’s security is not compromised. The API-PNR system refers to the combined, automated system used by governments and airlines to collect and process passenger data for immigration and security control.

In a Facebook post the Minister said the system would also become the main visa application system to Ghana for the rest of the world.

“While other countries that do not have visa agreements with Ghana would still pay visa fees, Africans applying for visa would not be paying any fees. So, the expanded visa system is free visa for all Africans, and it doesn’t mean visa-free, where a traveller only carries their passport and enters a country. With free visa, a travelller needs visa, only they don’t pay for it,” he said.
