Reps Launch Probe Into $4.6 Billion Donor Funds for HIV, TB, and Malaria Programs

The House of Representatives has opened an investigation into how Nigeria spent over $4.6 billion in international donor funds meant for fighting HIV/AIDS, tuberculosis, and malaria, as well as strengthening the country’s healthcare system.

This followed a motion sponsored by Hon. Philip Agbese (APC, Benue), who expressed concern that despite the huge donor support, Nigeria still struggles with poor health outcomes and high disease burdens.

Agbese revealed that between 2021 and 2025, Nigeria received about $1.8 billion from the Global Fund and another $2.8 billion from the United States Agency for International Development (USAID). He also noted that the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) provided an additional $6 billion for similar interventions.

Despite these investments, he lamented that Nigeria still ranks third globally in HIV deaths, first in Africa for tuberculosis burden, and carries the world’s highest malaria rate — accounting for 26.6% of global malaria cases.

The House has now mandated its Committee on HIV/AIDS, Tuberculosis and Malaria Control to investigate how these funds were used and report back within four weeks. The Coordinating Minister of Health has also been directed to submit all implementation plans and spending approvals tied to the grants.
