Kenyan Behind Pesa Print Limited Eyeing Multi-Billion Shilling NTSA Contract

Pesa Print Limited is a Nairobi-based firm listed among the companies eyeing the KSh 45 billion National Transport and Safety Authority (NTSA) contract to roll out smart driving tools.

In a public notice on February 24, NTSA unveiled and advanced a major public-private partnership (PPP) project to roll out second-generation smart driving licences (also called electronic driving licences or e-DL) and associated digital enforcement tools.

“Upon obtaining the regulatory approvals and transfer of specified assets and liabilities from NBK to KCB Ltd, the project was reconfigured into an instant fines system under NTSA and KCB Ltd – Pesa Print Consortium,” the notice stated.

Who Owns Pesa Print?

David Njane Ruiyi is a Kenyan entrepreneur and the founder of Pesa Print, a firm specialising in secure printing, biometric identity solutions, and anti-counterfeiting technologies.

David Njane founded Pesa Print through Kenya Twelve Ventures and EyeSeeYou Communications, partnering with European firms such as X Infotech (Latvia) and Austria Card for technical expertise in government tenders. 

In 2017, the National Bank of Kenya subcontracted Pesa Print for NTSA’s smart driving license project; production stalled pre-COVID despite claims of tech delivery.

In 2025, a High Court ordered Total Kenya to pay David Njane KSh138 million in compensation for petrol station fraud losses. 

Ownership shifted in 2025 with Faryd Abdulrazak Sheikh and Jabir Abdul Nassir acquiring 41.17% via new firms amid the KSh 45 billion NTSA PPP controversy.

Faryd Abdulrazak Sheikh owns 51 shares in Pesa Print and owns Dolphoin Resort, while Abdul Nassir  co-owns Mogor Holdings

NTSA Details Approval Process for Smart Driving Licence PPP Project

NTSA, in the notice, outlined the implementation of a Public-Private Partnership (PPP), explaining its decision to transition the smart driving licence maintenance project from the National Bank of Kenya (NBK).

The Project was initiated in 2017 under a Contract between NTSA and the National Bank of Kenya (NBK) and Pesa Print Consortium (Contract No. NTSA/ICB/014/2014–2015), funded solely through National Treasury budgetary allocations.

Due to funding constraints, limitations in geographical coverage, and the need for nationwide deployment of instant fines infrastructure, the Government subsequently resolved to restructure the project into a Public Private Partnership (PPP) undertaken through the direct procurement method in accordance with the Public Private Partnerships Act, Cap 430.
