Kenyans living abroad now have a clear path to bring their vehicles and personal belongings home without paying heavy import taxes, thanks to new guidelines from the Kenya Revenue Authority (KRA).

The KRA has outlined specific conditions that returning residents must meet to qualify for exemptions on imported goods, including motor vehicles, household effects, and personal items. Under the scheme, eligible individuals will be exempt from Import Duty, Excise Duty, Value Added Tax (VAT), and Import Declaration Fee.

The exemptions cover clothing, personal and household effects, and one motor vehicle per returning resident, provided it meets the conditions set in 2026.

To qualify, returning residents must prove they have lived outside Kenya by presenting valid passports, visas, or work and student permits to customs officials. They must also provide evidence of a permanent return, as indicated by passport entry endorsements, before the KRA can approve the tax waiver.

For motor vehicles, owners must show that they personally owned and used the car abroad for at least 12 months before importing it. The vehicle must be no more than eight years old from the date of manufacture and must arrive in Kenya within 90 days of the return.

Certain vehicles, including buses or minibuses with more than 13 seats and load-carrying vehicles over two tonnes, are not eligible for the exemption.

Spouses and children aged 18 years and above can also qualify if they independently meet all the conditions for returning residents. Foreign spouses who are not Kenyan citizens may receive a tax exemption on their first arrival, provided they are on contracts of two years or longer.

Returning residents from countries with left-hand-drive vehicles must show proof of disposal of their previous LHD vehicle before importing a replacement right-hand-drive vehicle, and the new vehicle’s value must not exceed that of the one disposed of abroad.

Applicants must submit several documents, including passports, residence permits, Interpol clearance for vehicles, PIN certificates, bills of lading, invoices, and logbook copies, to process the exemptions.

All exemptions must be handled by licensed customs clearing agents through the Integrated Customs Management System (ICMS) to ensure smooth importation and approval of tax relief.

This new guidance simplifies the process for Kenyans returning home, making it easier to bring essential goods and vehicles while benefiting from significant tax relief.
