EPRA Boss Elected to Lead Regional Power Institution

Kenya has strengthened its position in regional energy integration with the election of the Energy and Petroleum Regulatory Authority (EPRA) boss as the chairman of the Eastern Africa Power Pool (EAPP).

EPRA Director General Daniel Kiptoo was elected as the Chairperson of the Independent Regulatory Board (IRB) of the Eastern Africa Power Pool (EAPP) for a two-year term.

In a statement shared on Friday, December 5, EPRA noted that this appointment comes “at a pivotal moment for the region, as East African countries prepare for the operational launch of the EAPP electricity market in early 2026.”

Speaking at the IRB’s 10th meeting in Arusha, Tanzania, Kiptoo said Eastern Africa is on the verge of realising a fully integrated electricity market that delivers reliable, affordable, and sustainable power.

According to the statement, the Epra DG is also the current Chairman of the Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA) and the Regulatory Energy Transition Accelerator (RETA).

Additionally, he serves as Vice Chair of the International Confederation of Energy Regulators (ICER).

His leadership is expected to play a pivotal role in operationalising the EAPP market by early 2026, promoting non-discriminatory access to regional transmission networks and supporting regional infrastructure investments, including standardised Power Purchase Agreements and transmission investment frameworks.

Educational and Career Background Of Daniel Kiptoo

Daniel Kiptoo holds a Bachelor of Laws (LL.B) degree from the University of Nairobi and a Master of Laws (LL.M) in Petroleum Law and Policy from the University of Dundee, Scotland.

Additionally, he earned a Master of Business Administration (MBA) in Energy & Sustainability from the University of Cumbria, UK.

He has a Post-Graduate Diploma from the Kenya School of Law and has completed executive education at Harvard Kennedy School, including certificates in Public Policy, Infrastructure in a Market Economy, and Strategic Management of Regulatory and Enforcement Agencies.

Kiptoo is currently pursuing a PhD at the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP), University of Dundee.

He began his professional career in legal and regulatory roles in Kenya’s energy sector, including working in the legal department of the former Energy Regulatory Commission (ERC) and as Legal Advisor at the Ministry of Energy & Petroleum.

He chaired the Government’s First Oil Committee, overseeing Kenya’s initial oil sector activities, and contributed to drafting key legal frameworks, including the Energy Act, 2019, and the Petroleum Act, 2019.

On December 14, 2020, he was appointed Acting Director-General of EPRA, and on 1st July 2021, he was confirmed as substantive Director General for a renewable three-year term.

The Energy and Petroleum Regulatory Authority (EPRA) is established under the Energy Act, 2019, as a single-sector regulatory agency responsible for the economic and technical regulation of the electricity, renewable energy, petroleum, and coal sub-sectors.

The core mandates of the Authority include tariff setting and review, licensing, enforcement, dispute resolution, approval of Power Purchase Agreements (PPA’s) and Network Service Contracts.

The Authority is also mandated to oversee the regulation of the upstream petroleum and gas sectors.
