“Who Are You? Duale, Huwezi Nitisha!” MP Explodes in Heated Exchange with CS Duale

Health Cabinet Secretary Aden Duale and Kitutu Chache South MP Anthony Kibagendi were involved in a heated exchange of words amid scrutiny of how the Ministry of Health’s operates public funds and healthcare facilities.

The incident occurred on Tuesday, the 14th, during a parliamentary committee meeting over allegations of fraud and conflict of interest tied to the Social Health Authority (SHA).

The drama unfolded during a session where Duale was called in to discuss issues highlighted in a recent study on the difficulties Kenyans face while obtaining SHA services.

In a video that has since gone viral, MP Kibagendi was heard confronting CS Duale, claiming that the state has been stealing from the people through SHA.

“Who are you? Duale, huwezi nitisha, mnaibia watu,” Kibagendi shouted, which roughly translates to “Who are you? Duale, you can’t threaten me—you’re stealing from the people.”

Duale fired back, claiming that Kibagendi shouldn’t be sitting on the committee. The veteran Cabinet Secretary alleged that the lawmaker was linked to two health facilities recently shut down over fraud claims, with more closures potentially on the way.

“You are conflicted. You should not even be sitting on this committee. We have closed some of your hospitals, and we will close even more,” Duale retorted.

While defending himself, the Kitutu Chache South MP denied owning any hospitals and challenged Duale to provide evidence. His remarks escalated  the exchange into personal attacks.

Committee Chairperson James Nyikal struggled to restore order between the two leaders, repeatedly calling for calm. At one point, Kibagendi turned his ire toward Nyikal, accusing him of bias and allowing Duale to “take over” the proceedings.

“Mr. Chairman, this is not you. You’ve allowed the Cabinet Secretary to take over this meeting,” Kibagendi said.

The chaos led to several Members of Parliament walking out, reducing the quorum to just three members before the session resumed.

Duale later threatened to write to the National Assembly Speaker to have Kibagendi removed from the committee, citing potential conflicts due to the lawmaker’s alleged ties to investigated facilities.
