What's up with the electric Volkswagen Golf being delayed? It's the company's own cost-cutting, according to a new report, but not in the way that usually rears its head. Instead of a slow-down in engineering or testing to lower expenses, it's a slowdown in retooling the plant. The Wolfsburg factory doesn't have the budget to retool, which pushes the EV back by nine months and puts the brakes on a plan to move the gas Golf to Mexico as well.
