Saudi Arabia’s Human Capability Development Program has revealed that SR23 billion was invested in educational and developmental initiatives as part of the Kingdom’s ongoing efforts to build a highly skilled and globally competitive workforce.

The achievements, highlighted in the program’s 2025 executive summary, reflect Saudi Arabia’s commitment to placing human capital at the center of national development under Vision 2030.

The program also contributed to the Kingdom winning 18 international awards in education and human capability development.

A Comprehensive Framework for Human Development

Since its launch in 2021, the Human Capability Development Program has focused on preparing citizens for every stage of life by investing in talent, strengthening skills, and ensuring alignment between educational outcomes and labor market needs.

The initiative follows a comprehensive framework built around four key pillars: strengthening national identity, improving education quality, enhancing workforce readiness, and fostering entrepreneurship and innovation.

Strengthening National Identity

The first phase of the program focused on promoting national values, cultural identity, and citizenship while supporting the Arabic language as a core component of Saudi identity.

These initiatives helped reinforce cultural awareness and build a strong foundation for future generations capable of competing on both regional and international levels.

Transforming Education

Significant progress was achieved in the education sector through extensive reforms and quality improvement initiatives.

Approximately 17,000 schools underwent performance evaluations aimed at enhancing educational standards and improving learning environments.

Meanwhile, 79 percent of Saudi universities ranked among the top 30 universities in Asia, while three new university branches expanded access to higher education.

The program also supported more than 3,800 students with disabilities, with enrollment rates in general education exceeding 70 percent.

In addition, over 13,000 teachers received specialized training through inclusive education programs designed to improve teaching quality and educational outcomes.

Preparing Citizens for the Labor Market

The third phase focused on increasing workforce readiness through training and professional development programs that equip citizens with future-oriented skills.

Employment rates within skills development initiatives reached 39.7 percent, while more than 28,500 students benefited from training and qualification programs.

Eighty Saudi digital companies also participated in initiatives aimed at preparing national talent for technology and digital economy sectors.

Saudi Arabia’s Human Development Index score rose to 0.900, reflecting the positive impact of sustained investments in education and skills development.

Driving Innovation and Entrepreneurship

The program’s fourth phase concentrated on empowering innovation, entrepreneurship, and lifelong learning.

Efforts included supporting research and development ecosystems, enabling entrepreneurs, and expanding international partnerships to benefit from global best practices in human capital development.

Building a Globally Competitive Society

The achievements demonstrate Saudi Arabia’s success in creating a comprehensive human development model that starts with identity and education and extends to innovation and entrepreneurship.
