Ruto Appoints New Ambassadors and Registrar of Political Parties

President William Ruto has made several appointments to the Foreign Service and other state offices. The State appointments follow the grant of approval by Parliament.

Through a Special Gazette Notice dated October 3, 2025, the President appointed nine individuals to serve as High Commissioners, Ambassadors, and Consuls-General in Kenya’s foreign missions.

The appointees include Anthony Mwaniki Muchiri, Florence Chepngetich Bore, Lucy Kiruthu, Henry Wambuma, Abdirashid Salat Abdille, Joseph Musyoka Masila, Edwin Afande, Jayne Jepkorir Toroitich, and Judy Kiaria Nkumiri.

In the new appointments, former Labour and Social Protection CS Florence Chepngetich Bore secured another state role.

The postings are as follows:
  • Ankara, Turkey – Amb. Anthony Mwaniki Muchiri

  • Bangkok, Thailand – Amb. Lucy Kiruthu

  • Bujumbura, Burundi – Mr. Henry Wambuma

  • Dublin, Ireland – Amb. George Morara Orina

  • Jakarta, Indonesia – Mr. Abdirashid Salat Abdille

  • London, United Kingdom – Amb. Maurice Odhiambo Makoloo

  • Riyadh, Saudi Arabia – Amb. Joseph Musyoka Masila

  • Vienna, Austria – Amb. Edwin Afande

  • Windhoek, Namibia – Hon. Florence Chepngetich Bore

Ruto’s Appoints Registrar of Political Parties

In the same notice, President Ruto appointed John Cox Lorionokou as the new Registrar of Political Parties for a six-year term. Lorionokou takes over the leadership of the critical office mandated to regulate political parties and oversee compliance with the Political Parties Act.

Additionally, Agatha Wanjiku Wahome was named Assistant Registrar of Political Parties, also for a six-year term.

In Exercise of the powers conferred by section 34A of the Political Parties Act and in accordance with the procedure set out under paragraph 8 of the Sixth Schedule to the Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Agatha Wanjiku Wagome,” read the gazette notice.

John Cox Lorionokou has served as a Constituency Elections Coordinator at the Independent Electoral and Boundaries Commission (IEBC) since January 2010.

While Agatha Wanjiku Wahome has served as Acting Director of Research, Electoral Boundaries, and Risk Management at the Independent Electoral and Boundaries Commission (IEBC).

Appointment of KNCHR Chair

Additionally, the President appointed Claris Awuor Ogangah as the Chairperson of the Kenya National Commission on Human Rights (KNCHR) for a six-year tenure.

“In Exercise of the powers conferred by Article 250 (2) (c) of the Constitution of Kenya and in accordance with the procedure set out under section 11 (9) of the Kenya National Commission on Human Rights Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint— Claris Awuor Ogangah to be the Chairperson of the Kenya National Commission on Human Rights,” read the notice.

Claris Awour Onganga is a human rights specialist. She currently works at the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Nairobi, a role she has held since June 2020.
