Russia’s Delo Group Eyes Oman Grain Hub to Supply Kenya’s Wheat Markets

Russian logistics group Delo has revealed plans to establish a grain transshipment hub in Oman, to supply wheat in Kenya and other East African Countries.

In a post on X by the Russian embassy, the move is aimed at boosting wheat supply in the region.

“Russian logistics group “DELO” eyes to establish a grain hub in Oman to serve East African markets – a move that could boost wheat supply chains in the region,” read the post.

Delo Group operates marine container terminals in the Azov-Black Sea, Baltic, and Far Eastern basins, a network of railway container terminals, containers, and flatcars.

Delo Group to set up Wheat Hub in Oman

Delo Group is a Russian transport and logistics holding that was founded in 1993.

Sergei Shishkarev, chairman of the board of directors at Delo Group, said the plan primarily targets the east coast of Africa, where many countries import Russian grain.

“My idea is to create a grain transshipment hub, possibly with processing facilities, or to carry out trading operations on the territory of the Sultanate of Oman, followed by redistribution and delivery of grain to African countries,” said Shishkarev in an interview.

Kenya – Russia Trade ties

Kenya depends on imported wheat, with domestically produced wheat accounting for less than 20% of total national demand.

On 14th January 2026, the Russian Embassy in Kenya reported that a shipment of 44,000 tonnes of Russian wheat had departed from the Port of Vysotsk to Kenya, marking a new export route and strengthening agricultural trade ties with Kenya and Africa.

“Kenya became the 18th country for grain product exports from our branch in 2025, including 9 African countries,” said Anita Milekhina, Director of the St. Petersburg branch of the Russian Federal Center for the Assessment of Safety and Quality of Agricultural Products.

Russia is a dominant wheat supplier to Kenya, accounting for approximately 67% of Kenya’s wheat.

According to the Data from the Consumer Price Index Basket, before the Russia- Ukraine war, Russia and Ukraine combined account for 14 per cent of global wheat production, and supply 29 per cent of all wheat exports.

Kenya imports wheat from Russia, accounting for 31 per cent of total wheat imports in the 2020/2021 financial year.

Wheat Production in Kenya

According to the Cereal Millers Association CMA, Wheat farming in Kenya extends beyond Narok to regions such as Nakuru, Laikipia, Uasin Gishu, and Timau.

The Association notes that the total national value of wheat produced across all these regions, based on the 1.7 million bags expected during the 2024/2025 season at Ksh5,300 per bag, stands at approximately Ksh9 billion, not Ksh50 billion as alleged.

“It is worth noting that 50B worth of unsold wheat equates to 10 million bags, which is approximately 6 years of local production,” Fernandes said.

He emphasized that CMA remains committed to supporting local wheat farmers and strengthening Kenya’s wheat value chain.

However, to ensure a sustainable future for the sector, the CMA CEO said all stakeholders must work together to address inefficiencies, improve farm productivity, and remove trade barriers that disrupt supply chains.
