NCC Unveils Nationwide Free Data Access for Student

The Nigerian Communications Commission (NCC) has unveiled a new digital education initiative that will provide students across Nigeria with free access to approved educational platforms without consuming their mobile data.

The initiative, known as Zero-Rated Access, is designed to reduce the cost barrier associated with digital learning and expand students’ access to educational resources through mobile connectivity.

Under the programme, students will be able to access designated educational platforms without being charged for the data consumed while using the approved services. The initiative is expected to particularly benefit students who face difficulties meeting the cost of regular internet subscriptions for academic purposes.

The NCC said the programme is aimed at strengthening digital inclusion in the education sector by ensuring that access to learning materials is not restricted by students’ ability to afford mobile data.

With the initiative, students in different parts of the country, including those in Ibadan, Maiduguri and other urban and underserved communities, are expected to gain improved access to digital learning resources, regardless of their geographical location.

The Zero-Rated Access initiative is expected to become fully operational from October 1, 2026, coinciding with Nigeria’s 66th Independence anniversary.

The choice of the date underscores the broader objective of linking national development and independence with access to knowledge, education and economic opportunity in an increasingly digital economy.

The initiative is being implemented under the leadership of the NCC Board Chairman, Chief Idris Olorunnimbe, as part of efforts to leverage telecommunications infrastructure to support education and broader social development.

The programme also aligns with the Renewed Hope Agenda of President Bola Ahmed Tinubu, particularly the Federal Government’s drive to deepen digital inclusion, expand access to opportunities and ensure that technology plays a greater role in improving the lives of Nigerians.

By removing or reducing data costs associated with accessing approved educational platforms, the initiative is expected to complement existing efforts to promote digital literacy and online learning among Nigerian students.

The NCC’s intervention comes amid growing reliance on digital platforms for learning, research, lectures, academic materials and other educational activities. As more institutions and students increasingly depend on internet-enabled resources, the cost and availability of data have remained important considerations in determining access.

The Zero-Rated Access programme is therefore expected to provide students with a more affordable pathway to digital education while supporting the broader objective of building a more digitally connected and knowledge-driven Nigeria.
