NCC Ranks Among Top Three Federal MDAs in 2026 BPSR Performance Assessment












The Nigerian Communications Commission (NCC) has emerged as one of the top three best-performing Ministries, Departments and Agencies (MDAs) of the Federal Government in the 2026 Public Service Reforms Performance Assessment conducted by the Bureau of Public Service Reforms (BPSR).

The Commission secured the third position in the nationwide ranking after a comprehensive evaluation based on key reform indicators, including the Self-Assessment Tool (SAT), Freedom of Information (FOI) Compliance Score, Fiscal Transparency and Integrity Index, as well as official website performance metrics.

The Nigerian Investment Promotion Commission (NIPC) and the Nigerian Export Promotion Council (NEPC) occupied the first and second positions respectively in the assessment, which recognises public institutions that have demonstrated excellence in reform implementation, transparency, accountability and service delivery.

The awards ceremony, held on Tuesday in Abuja as part of activities marking the United Nations Public Service Day, also honoured 20 outstanding individuals from the federal, state and local government levels for exceptional contributions to public service.

Among those recognised were the Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, and the Senior Special Assistant to the President on Sustainable Development Goals, Princess Adejoke Adefulire.

Representing the Executive Vice Chairman and Chief Executive Officer of the NCC, Aminu Maida, at the event, the Executive Commissioner, Technical Services, Abraham Oshadami, described the recognition as a validation of the Commission’s ongoing commitment to reforms and improved service delivery.

“On behalf of all awardees and on behalf of the Board, Management and staff of the Nigerian Communications Commission, we thank the Bureau for these recognitions. For us at NCC, this recognition acknowledges our ongoing reform efforts and underscores the need to sustain them,” Oshadami stated.

He noted that the annual assessment by the BPSR serves as an important incentive for government institutions to deepen their commitment to accountability, transparency and efficient public service.

According to him, the honour further confirms that the Commission’s initiatives aimed at strengthening governance and improving regulatory oversight within the telecommunications industry are gaining public trust and acceptance.

“For our telecommunications consumers, this recognition reflects ongoing efforts to strengthen service quality, transparency and responsiveness across the sector. The assessment outcome also reinforces the importance of maintaining standards that support improved customer experience and greater confidence in telecom services nationwide,” he added.

Oshadami reiterated the Commission’s resolve to continue deploying innovative regulatory tools to enhance service quality and protect consumers across the country.

Over the last two years, the NCC has introduced a series of reforms designed to promote transparency and accountability in the telecommunications sector. Among them is the National Coverage Map, which offers near real-time information on network availability and performance across Nigeria.

The Commission has also institutionalised the publication of Quarterly Network Performance Reports, providing detailed analyses of service delivery by operators nationwide.

In addition, mobile network operators have been directed to communicate tariffs in clearer and more consumer-friendly formats, while updated Corporate Governance Guidelines have been introduced to strengthen accountability and improve operational standards within the industry.

The Commission has equally intensified efforts to proactively publish timely and comprehensive industry data to keep the public informed and reinforce transparency in the sector.

Speaking at the ceremony, Director-General of the BPSR, Dasuki Arabi, commended participating MDAs, particularly the top performers, for their commitment to open governance and institutional reforms.

He said the annual programme, which combines a public lecture with an awards ceremony, forms part of Nigeria’s commemoration of the United Nations Public Service Day and provides a platform for celebrating excellence in public administration.

“This annual event, which begins with a public lecture and concludes with an award ceremony, marks the commemoration of the United Nations Public Service Day. It also highlights the role of the Nigeria Public Service Lecture Series and Awards as a platform for recognising MDAs that have demonstrated strong performance in reform implementation and service delivery,” Arabi stated.

The latest recognition builds on the Commission’s strong performance in previous assessments. In 2025, the NCC was ranked as the second-best-performing Federal Government agency in the BPSR website performance evaluation.

The 2026 assessment adopted a broader framework, expanding beyond website metrics to include institutional self-assessment, freedom of information compliance, fiscal transparency, integrity standards and other critical indicators of public sector performance.
