IEBC Appoints Ledama Sunkuli as New Acting CEO

The Independent Electoral and Boundaries Commission (IEBC) has appointed Moses Ledama Sunkuli as the new acting Chief Executive Officer, following the resignation of Hussein Marjan.

In a statement dated Thursday, February 5, the IEBC noted that Sunkuli will serve in an acting capacity for six months, or until the recruitment and appointment of a substantive CEO are finalized.

“The Independent Electoral and Boundaries Commission wishes to announce the appointment of Moses Ledama Sunkuli as the Acting Chief Executive Officer and Commission Secretary, effective immediately,” a statement from the IEBC read.

“This appointment follows the exit of the former Chief Executive Officer. Mr. Sunkuli, who currently serves as the Commission’s Director of Electoral Operations, brings extensive experience and internal institutional knowledge to this role,” IEBC added.

Prior to his appointment, Moses Sunkuli served as the Director of Electoral Operations at the Commission.

IEBC assured Kenyans that the integrity of the upcoming by-elections would not be affected by the exit of Hussein Marjan.

The electoral body is confident that Sunkuli will lead the team in delivering credible elections. 

“The Commission is committed to fast-tracking the recruitment of a substantive Chief Executive Officer/Commission Secretary and ensuring a seamless transition, while maintaining the highest standards of excellence in service delivery to the Kenyan people,” the commission stated.

He holds a Bachelor of Education (BEd) in Secondary Education and teaching from Moi University.

In 2003, Moses Sunkuli delved into management and earned a Diploma in Business Management from the Kenya Institute of Management.

Sunkuli then acquired a Bachelor of Commerce (B.Comm) from the University of Nairobi and a Master of Business Administration in Strategic Management from the same institution in 2016.

He also studied Management of Democratic Elections in Africa at the University of South Africa.

Moses Ledama is registered under the Associate of Chartered Insurance of London (ACII) and Kenya (AIIK), and the Associate of the Chartered Institute of Arbitrators.

Hussein Marjan, Former IEBC CEO 

Marjan Hussein is the former The Chief Executive Officer (CEO) and Commission Secretary of Kenya’s Independent Electoral and Boundaries Commission (IEBC), who resigned on February 3, 2026.

Marjan was to hold office until this year, but was eligible for re-appointment for one further term. His resignation comes after the full reconstitution of IEBC, following the appointment of a new chairperson and six commissioners who were sworn in on July 11, 2025.

During his career, he received national honours including the Moran of the Order of the Burning Spear (MBS) and the Chief of the Order of the Burning Spear (CBS), as well as the ICPAK Award of Commendation (2025).

He also served on a technical committee developing AI guidelines for election management in Africa. Hussein headed the IEBC Secretariat, which, according to the IEBC Act, is mandated with executing decisions of the Commission and supervising all employees of the Commission.
