As political discourse in Kaduna State gradually shifts toward the 2027 general elections, prominent economist and political analyst Dogara Caesar has described Comrade Jerry Adams, Executive Chairman of the Kaduna State Internal Revenue Service (KADIRS), as a critical unifying figure essential for consolidating governance gains and ensuring victory for the ruling All Progressives Congress (APC).

In a detailed opinion piece titled “COMRADE JERRY ADAMS: THE CRITICAL PIECE FOR CONSOLIDATION AND VICTORY IN 2027”, Dogara Caesar, an economist at Kaduna State University and a PhD student of International Affairs and Strategic Studies at the Nigerian Defence Academy, hailed Adams as “Kaduna’s Unifier in Chief.”

Caesar opened his piece by emphasizing that performance remains the most credible currency of leadership.

“In governance, performance remains the most credible currency of leadership. Beyond political rhetoric and public posturing, the true measure of any public servant lies in their ability to deliver tangible results that improve the lives of citizens,” he wrote.

He noted that Comrade Jerry Adams has distinguished himself in the state’s revenue architecture, contributing significantly to Kaduna’s improved fiscal standing.

Under Adams’ leadership since his appointment as KADIRS Chairman in late 2023 by Governor Senator Uba Sani, the state has recorded notable growth in Internally Generated Revenue (IGR), rising from about ₦62 billion in 2023 to over ₦71 billion in 2025, with ambitious targets set for ₦120 billion in the 2026 fiscal year.

Kaduna now ranks as one of the top revenue-generating states in Northern Nigeria and second nationally in the 2025 Ease of Doing Business rankings.

“Within a relatively short period, the state has risen to become the leading revenue-generating state in Northern Nigeria. This achievement is not accidental; it reflects deliberate policy execution, administrative discipline, and a clear understanding of institutional responsibility,” Caesar stated.

Beyond technocratic competence, Caesar highlighted Adams’ broad-based acceptance across Kaduna’s diverse ethnic, religious, and political divides.

“Stretching from Zaria to Kafanchan, Birnin Gwari to Lere, Kagarko to Kaura, his reputation transcends religious, ethnic, and political boundaries. This is not merely a function of political positioning, but a product of consistent engagement and a leadership style rooted in accessibility and empathy,” he observed.

The analyst argued that Kaduna State, known for its historical and socio-political sensitivities, requires leaders who combine efficient administration with the ability to bridge divides.

“Kaduna State, with its unique historical and socio-political sensitivities, requires precisely this blend of competence and cohesion,” he said.

Caesar linked Adams’ profile to Governor Uba Sani’s emphasis on inclusive governance and people-centered development. He described effective governance as thriving on “complementary partnerships that reinforce vision with execution.”

“It is within this context that Comrade Jerry Adams emerges as a compelling figure. His track record in public service, combined with his grassroots connection and cross-sectional acceptance, positions him as a strategic asset in the evolving political landscape of Kaduna State,” Caesar added.

He urged that as conversations turn to 2027, choices should be guided by competence, unity, and the ability to sustain progress rather than mere political calculations.

“Kaduna State cannot afford a retreat from the gains already recorded, nor can it risk fragmentation in a period that calls for consolidation… By these measures, Mr. Jerry Adams stands out as a figure worthy of serious consideration,” he concluded.

Caesar ended by stressing that governance is ultimately about trust, results, and the capacity to unify, qualities he believes Kaduna will continue to need.

The opinion piece has sparked discussions within political circles in Kaduna, with some stakeholders viewing it as an early signal of possible strategic roles for Adams, including speculation about a deputy governorship ticket in 2027, while others see it as a call for continuity and merit-based leadership.

Governor Uba Sani’s administration has continued to prioritize revenue generation, infrastructure, and inclusive development amid national economic challenges.
