Africa seeks predictable climate finance ahead of COP31

Africa is seeking predictable and adequate climate finance to help developing countries tackle climate change ahead of COP31. 

‎The continent is also pushing for stronger adaptation action, support for countries transitioning to cleaner economies and assistance for communities affected by climate change. 

‎Nana Dr. Antwi-Boasiako Amoah, Chair of the African Group of Negotiators (AGN), presented the priorities to the Committee of African Heads of State and Government on Climate Change (CAHOSCC) in an update on recent climate negotiations. 

‎He said Africa continued to face serious climate impacts, including droughts, floods, food insecurity, displacement and energy shortages, while bearing a large share of the human and economic costs of climate-related loss and damage. 

‎The presentation noted a decline of about 38 per cent in funding to the Global Environment Facility compared with previous funding cycles, as well as a 50 per cent reduction in pledges from a developed country to the Green Climate Fund. 

‎It said current national climate plans were insufficient to keep global warming within the Paris Agreement’s temperature goals, with the world on an estimated warming path of about 2.7 degrees Celsius. 

‎On adaptation, the AGN said progress had stalled during the climate talks in Bonn and called for more work to keep Africa’s adaptation needs a priority. 

‎It also called for outstanding issues concerning the Adaptation Fund to be resolved and for developed countries to meet their financial commitments to developing countries. 

‎The AGN also sought agreement on support for workers and communities affected by the transition to cleaner energy. 

‎It called for stronger implementation of agreements reached at previous climate conferences. 

‎The presentation called for COP31, COP32 and COP33 to be treated as a continuing process, with each conference building on the previous one 

‎It urged support for Ethiopia’s Presidency in translating COP31 decisions into action. 

‎The AGN said Africa needed a common position that strengthened the continent’s voice in global climate discussions while linking climate action with development, energy access, adaptation, industrialisation and economic growth.
