2027: Abbo Unveils N150bn Security Blueprint, Promises to Make Adamawa Nigeria’s Safest State

Senator Ishaku Elisha Abbo, the Labour Party’s candidate for the 2027 Adamawa State governorship election, has unveiled an ambitious N150 billion security blueprint aimed at tackling insecurity and transforming Adamawa into what he described as “the safest state in Nigeria.”

The comprehensive security strategy, contained in a 41-page policy document titled “The SIA Security Plan – Safe and Prosperous Adamawa for All,” outlines a technology-driven approach to security, community policing, intelligence gathering, and rapid response operations across the state.

According to Abbo, the document, which will soon be made publicly available online, places security at the center of economic development and social stability.

“Security is the foundation upon which every prosperous society is built. Without security, farmers cannot farm, businesses cannot grow, investors cannot invest, and families cannot live in peace,” he stated.

Central to the plan is the creation of an Adamawa State Ministry of Interior and Internal Security, which would oversee a new security architecture designed to coordinate operations across the state’s 21 local government areas, 226 wards, and more than 480 communities.

Abbo proposed the establishment of a 20,000-man Civilian JTF-styled Community Watch and Agro Rangers (CWAR) Brigade that would be deployed throughout the state. He said the outfit would serve as the foundation for a future Adamawa State Police Service should constitutional amendments permitting state police become fully operational.

Under the proposal, each of the state’s 226 wards would host a 50-man armed security command, while permanent security formations would be established in over 480 communities.

The security framework also includes the creation of an Anti-Kidnapping and Border Security Command, Rapid Response Tactical Units, a State Security and Intelligence Agency, and a Security Training and Leadership Academy.

The former senator pledged comprehensive welfare packages for security personnel, including housing, health insurance, and life insurance, while also promising to strengthen the role of traditional rulers in intelligence gathering and community-based security efforts.

To support the initiative, the plan proposes the deployment of more than 1,000 patrol vehicles, armoured personnel carriers, surveillance drones, rough-terrain motorcycles, thermal imaging equipment, emergency communication systems, and a statewide CCTV network.

A key component of the strategy is the establishment of a world-class Command and Control Centre in Yola, linked to all local government areas and wards, enabling real-time monitoring of security threats through video surveillance and drone technology.

Abbo also unveiled the proposed “Adamawa Falcon-Eye Shield Security Network” (FSSN), a platform designed to detect threats in real time and facilitate rapid deployment of security forces before attacks occur.

“Our goal is to move from reactive security to preventive and offensive security operations,” the governorship hopeful said.

He pledged that his administration would prioritize the protection of farms, schools, highways, communities, and border areas, arguing that improved security would unlock economic opportunities and attract investment to the state.

The security proposal forms part of Abbo’s broader campaign agenda ahead of the 2027 governorship election, as political activities gradually gather momentum in Adamawa State.

The Labour Party candidate concluded the document with a pledge that “no ward will be left behind and no community forgotten,” expressing confidence that Adamawa can become a model of peace, security, and prosperity in Nigeria.
