The Federal Government has introduced new guidelines requiring graduates to submit their thesis and final-year projects into the Nigeria Education Repository and Databank (NERD) before they can be mobilized for the NYSC programme.

According to the guidelines which will take effect from October 6th, 2025, graduates will need to comply with this new National Youth Service Scheme (NYSC) mobilization requirements.

The guideline was contained in a circular issued by Senator George Akume, Secretary to the Government of the Federation (SGF), and approved by President Bola Tinubu.

According to the circular, no graduate, whether trained in Nigeria or abroad, will be mobilised for service or exempted from NYSC without proof of compliance to this new policy as NYSC mobilisation criteria have been adjusted in accordance with the President’s regulation. 

The policy requires all students to deposit their academic outputs, such as thesis or project reports, into the national database. According to Section 6.1.23 of the NERD guidelines, the measure serves “as a quality assurance check and as a yearly independent proof of continuous academic enrolment and affiliation.

Haula Galadima, NERD spokesperson, explained that the initiative is designed to improve the standard of academic output across Nigerian institutions. 

The new rules aim to digitize academic records and ensure quality assurance. Section 6.1.23 of the guidelines highlights the importance of ongoing academic registration and attribution. 

The digitization program sets clear targets for academic content, output, and quality, encouraging lecturers to maintain high standards.

The Secretary to the Government of the Federation (SGF) has clarified that the new rules will apply to graduates of Nigerian universities, polytechnics, and universities of education, as well as foreign institutions.

However, it will not affect NYSC candidates already mobilized before the enforcement date. All aspiring corpers are advised to contact their various institutions for clarity on this new development.
