His Highness Sheikh Mohammed announced a new AI-powered phase of the Zero Bureaucracy programme while honouring top-performing UAE government teams in Dubai.

DUBAI: His Highness Sheikh Mohammed bin Rashid Al Maktoum honoured winners of the second edition of the Zero Bureaucracy Award during a ceremony attended by senior UAE leaders, ministers and government officials in Dubai.

The event recognised federal entities that successfully simplified procedures, reduced delays and improved government services under the UAE’s Zero Bureaucracy programme. During the ceremony, Sheikh Mohammed announced the next phase of the initiative, introducing Agentic AI to further strengthen government efficiency and deliver faster public services.

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, in the presence of His Highness Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, and Chairman of the Presidential Court, honoured the winners of the 2nd edition of the ‘Zero Bureaucracy Award’. The ceremony was attended by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence; and H.H. Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, along with a number of ministers and senior officials.

Speaking at the event, HH Sheikh Mohammed said simplifying procedures and improving service delivery had become part of the UAE government’s daily work culture. He added that the new phase would focus on building a smarter and more agile government using advanced technology solutions.

The Zero Bureaucracy programme recognised achievements across seven categories, including digital transformation, AI innovation, community engagement and government-to-government services. Around 32 federal ministries and government entities were evaluated in the second edition of the awards.

The Ministry of Energy and Infrastructure won Best Government Team in Zero Bureaucracy for its Maritime Transport Bundle project. The Ministry of Foreign Affairs received recognition in the Digital Bureaucracy category for its One Time Digital Certification initiative.

The Zero Bureaucracy programme also honoured the Ministry of Human Resources and Emiratisation for its AI-based Employment Contract Verification System. Emirates Post, the Ministry of Finance and the Federal Authority for Identity, Citizenship, Customs and Port Security were among other recognised entities for projects improving business services and operational efficiency.

Launched in 2023, the Zero Bureaucracy programme aims to remove unnecessary procedures across federal services and improve public sector responsiveness. The initiative has become a central part of the UAE’s wider strategy to modernise government operations through digital transformation and innovation. Officials said the introduction of Agentic AI would help create more efficient, data-driven and people-focused government services across the country.
