In a major boost for Nigeria’s digital economy ambitions, the Federal Government has signed a comprehensive Memorandum of Understanding (MoU) with Finland focused on digitalisation, emerging technologies, and innovation.

The agreement, signed yesterday in Abuja, deepens bilateral cooperation between the two nations and positions Nigeria to leverage Finnish expertise in building a more resilient, inclusive, and future-ready digital ecosystem.

The MoU was formally executed by Nigeria’s Minister of Communications, Innovation and Digital Economy, Dr. ‘Bosun Tijani, and Mr. Jarno Syrjälä, Under Secretary of State for International Trade at Finland’s Ministry for Foreign Affairs.

According to a statement issued by the minister’s Special Assistant on Media and Communications, Isime Esene, the pact covers critical areas including digital government, digital public infrastructure, cybersecurity, innovation ecosystems, and capacity building.

“This MoU strengthens the framework for collaboration… and reflects both countries’ shared ambition to leverage digital transformation as a driver of sustainable economic growth, efficient public services, and inclusive innovation,” the statement noted.

Dr. Tijani described the signing as “a significant next step” following his productive engagements in Helsinki in February 2026, where discussions centred on digital infrastructure, the Data Exchange Platform, and potential Finnish involvement in Nigeria’s Project BRIDGE.

“We are confident that this partnership will unlock meaningful opportunities for both countries, enabling us to leverage digital transformation as a catalyst for sustainable growth and shared prosperity,” the minister added.

His Finnish counterpart, Mr. Syrjälä, expressed strong enthusiasm for the deal.

“Finland is very pleased to deepen its partnership with Nigeria in building resilient, secure, and human-centric digital societies,” he said.

“Digitalisation is at its best when it empowers people, strengthens trust, and creates new opportunities for innovation. Nigeria is a key partner for Finland in Africa, and this MoU provides a strong basis for concrete cooperation between our governments, institutions, and private sectors.”

The agreement builds on existing Finland-Nigeria cooperation, including Finland’s leading role in the European Union’s Team Europe Initiative on Support to Digital Public Services and inclusive digital skills development in Nigeria.

The programme is implemented by Finland’s development agency HAUS in consortium with Estonia’s ESTDEV, aligning closely with Nigeria’s national digital transformation strategy.

The development comes amid Nigeria’s aggressive push to position itself as Africa’s digital powerhouse, with ongoing reforms in digital public infrastructure, cybersecurity, and innovation-driven growth.

This latest pact adds to a growing list of Nigeria’s bilateral engagements aimed at accelerating technological advancement and economic diversification.
