Kenya Roads Board Appoints New Director General as Agencies Announce Leadership Changes

The Kenya Roads Board (KRB) has appointed Judith Otsyula as the new Director General.

In a statement dated February 18, the Board announced that Judith Otsyula will be the first woman to serve as Director General of the agency.

Judith Otsyula has worked in the transport and infrastructure sector for over 20 years, according to the Chairperson of the Kenya Roads Board, Aisha Jumwa.

Over the duration, Otsyula has held several leadership roles, where she helped plan and manage large-scale infrastructure projects and improve how public institutions operate.

“Mrs. Otsyula is a distinguished transport sector professional with over two decades of senior leadership experience in infrastructure development, strategic programme management and institutional governance,” read part of the statement.

What Judith Otsyula  will do as Director General (DG)

Otsyula is replacing Isaac Maina, who had been serving as the acting Director General since October 29, 2025, following the end of CPA Rashid Mohamed’s term.

She takes over the role of the Chief Executive Officer of the Kenya Roads Board, who is charged with running the organization’s day-to-day activities and ensuring that all its responsibilities are carried out effectively.

The DG will also serve as the accounting officer, responsible for the use of public funds, and must ensure transparency and accountability.

The Director General is the key advisor to the Cabinet Secretary on matters affecting the road sector, such as funding needs, policy changes, and development priorities.

Otsyula will be representing the Board locally and internationally in discussions on road financing and infrastructure.

“The Board has full confidence in Mrs. Otsyula’s leadership and strategic vision and is certain that under her stewardship, Kenya Roads Board will continue to strengthen its mandate, enhance institutional performance, and advance sustainable road financing and development,” read part of the statement.

The Kenya Roads Board

The Kenya Roads Board is a government agency responsible for the country’s road network and ensuring that public roads are properly maintained and developed.

This Board was established under the Kenya Roads Board Act to supervise and manage the use of road funds and ensure they are directed toward the repair, rehabilitation, and development of roads across Kenya.

KRB is in charge of the management of the Kenya Roads Board Fund, which includes revenue from the Fuel Levy, that is, the money collected from every litre of fuel Kenyans buy.

This money is shared among road agencies such as KeNHA, KURA, and KeRRA to maintain and upgrade roads.

Changes in Kenya’s road agency

Earlier, the Kenya National Highways Authority (KeNHA) announced the appointment of Luka Kimeli as the Director General. The announcement followed his stint as the acting DG since July 2025, when former boss Kung’u Ndung’u resigned.

The Kenya Rural Roads Authority (KeRRA) also announced the appointment of Jackson Magundu as the Director General, marking the culmination of a series of changes within the Ministry of Roads and Transport. The changes come amid the government’s plans to upgrade roads across the country, including the 175-kilometer Rironi-Mau Summit Road, which is earmarked for completion by July 2027.
