The Kebbi State Police Command has announced that it will begin the enforcement of the nationwide tinted glass permit policy on October 2, 2025.

According to Daily Post, the Police Public Relations Officer, Nafiu Abubakar, announced in a statement on Wednesday that the enforcement exercise would be conducted across the state, in compliance with the directive of the Inspector-General of Police, Kayode Egbetokun.

Abubakar reminded motorists that applications for the tinted glass permit are still being processed online through the official portal. He noted that applicants can use their National Identification Number (NIN), Bank Verification Number (BVN), or Tax Identification Number (TIN) to apply.

He further explained that the process involves creating an online account, verifying personal details, providing vehicle information, uploading necessary documents, making payment, and completing biometric capture. Applicants in Kebbi State are expected to carry out their biometric capturing and vehicle inspection at the State Intelligence Department, Gwadangaji, Birnin Kebbi.

The command’s spokesperson stressed that biometric capturing is free of charge and cautioned motorists against dealing with unauthorized agents.

“The command calls on members of the public to comply with this directive and avoid patronising unauthorized individuals who may attempt to exploit the process,” Abubakar stated.

According to the police, the enforcement exercise is aimed at enhancing transparency, accountability, and public safety across Nigerian roads.

It was further disclosed that the deadline for compliance has already been extended three times to allow motorists adequate time to obtain the permit.

Meanwhile, the Nigerian Bar Association (NBA) has faulted the move and instituted legal action against the police. The association alleged corruption in the process and questioned the legal validity of the enforcement.

The NBA argued that the reliance on the Motor Tinted Glass (Prohibition) Act, a military decree enacted in 1991, “may not meet the constitutional standard of being reasonably justifiable in a democratic society.”
