The Driver and Vehicle Licensing Authority (DVLA) has dismissed allegations that it levies fees without the necessary parliamentary consent, asserting that all its charges are legally sanctioned.

This clarification follows criticism from Isaac Boamah-Nyarko, Member of Parliament for the Effia Constituency, who accused the DVLA of imposing fees without obtaining the constitutionally mandated parliamentary approval.

In response to the accusation, Stephen Attuh, the Director of Corporate Affairs at the DVLA, stated that the Authority is a “law-abiding institution” that only enforces fees that have been sanctioned through the appropriate legal channels.

“Let me be emphatic. DVLA is a law-abiding institution. An institution that is a creature of law. And at every point in time, whatever fees or charges that DVLA imposes are those approved by Parliament,” he remarked.

“At no point has DVLA imposed any fees that have not gone through Parliament,” he noted on JoyNews.

Attuh further clarified that the Authority operates in accordance with the Fees and Charges (Miscellaneous Provisions) Regulations, 2023 (LI 2481), which delineates the legally sanctioned charges for various state agencies.

He elaborated that the Ministry of Finance compiles the fees and charges of state institutions and presents them, via sector ministries, to the Parliamentary Select Committee on Finance for approval.

“In that LI at page 123, it contains the fees and charges that are approved by Parliament for the Driver and Vehicle Licensing Authority,” he pointed out. “If he believes that this was not approved or we are charging something illegal, we can have that roundtable discussion.”

Additionally, the DVLA asserts that its operations are entirely in compliance with parliamentary and legal protocols.
