The Public Service Commission (PSC) on Thursday, January 9, shortlisted several candidates for the position of Principal Secretaries (PS).

In a statement, the PSC announced that the decision was made following the conclusion of the shortlisting exercise.

“Pursuant to the provisions of Article 115(3)(a) of the Constitution, the Public Service Commission invited applications from suitably qualified persons for the position of Principal Secretary through print media and the Public Service Commission website on November 20, 2024.

Following the conclusion of the shortlisting exercise, the Commission has published the names of applicants and shortlisted candidates as shown below,” read the statement.

Among the prominent individuals shortlisted by the PSC is former Kenya Medical Supplies Authority (KEMSA) CEO, Dr. Andrew Mulwa.

CEO in Gachagua impeachment shortlisted for PS Position by PSC

Dr. Mulwa played a key role in the impeachment of Deputy President Rigathi Gachagua, where he appeared before the Senate and testified against him, accusing Gachagua’s son of alleged involvement in procurement irregularities.

Also on the list are former Kenya National Union of Teachers (KNUT) Secretary General Wilson Sossion, former Nairobi Governor Anne Kananu, and Health Director General Dr. Patrick Amoth.

Other notable figures shortlisted include former Kenya Medical Practitioners and Dentists Union (KMPDU) Secretary General Dr. Ouma Oluga and former Chief Administrative Secretary (CAS) at the Ministry of Industrialization, Trade, and Enterprise Development, David Osiany.

Additionally, the PSC shortlisted Gabriel Oguda, known for his satirical and humorous posts on social media, who currently serves as a policy analyst in the Office of Energy Cabinet Secretary Opiyo Wandayi.

Oguda was a chief critic of the Kenya Kwanza regime before President William Ruto formed a broad-based government that saw opposition politicians join his cabinet. 

Dr. Caroline Karugu was also shortlisted. She is part of the team leading opposition leader Raila Odinga‘s African Union Commission (AUC) chairmanship campaigns and previously played a key role in Odinga’s 2022 presidential campaign.

According to the PSC, the shortlisted candidates will be interviewed at the PSC offices, located off Harambee Avenue, Nairobi.

The interview schedule, including the specific dates and times, will be published on the Commission’s website: www.publicservice.go.ke.

Shortlisted candidates are required to bring the originals of the following documents:

i. A duly stamped Self-Declaration Form received from the Ethics and Anti-Corruption Commission (EACC).
ii. National Identity Card or Passport.
iii. Academic and Professional Certificates and testimonials.
iv. Kenya Revenue Authority (KRA) PIN Certificate.
v. National Health Insurance Fund (NHIF) Card.
vi. National Social Security Fund (NSSF) Card.
vii. Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
viii. Clearance Certificate from the Higher Education Loans Board (HELB).
ix. Clearance Certificate from a Credit Reference Bureau (CRB).
x. Recommendations from relevant professional bodies and associations (where applicable).

The PSC has invited members of the public to submit any credible information of interest relating to the shortlisted candidates through sworn affidavits.

Submissions can be made to the Secretary/CEO, Public Service Commission, 4th floor, Commission House, Harambee Avenue, Nairobi, or online via principalsecretary2024@publicservice.go.ke.

The deadline for submissions is January 24, 2025.
