An independent commission has found Manchester City guilty of arranging “sham contracts” with commercial partners as part of a disguised funding scheme worth more than £830 million.

Reports confirmed the club breached financial rules across the 2009-10 to 2017-18 seasons by artificially inflating revenues and reducing costs through agreements that did not reflect their true economic substance.

The commission’s report described the club’s conduct as deliberate or reckless attempts to circumvent the rules, noting that the scheme allowed City to avoid what would otherwise have been the largest single-season loss in Premier League history in 2009-10.

City were found guilty of all charges related to these breaches except one involving non-cooperation with the investigation.

Premier League chief executive Richard Masters said the decision establishes the facts of systematic rule-breaking over nearly a decade and upholds the integrity of the competition.

Sanctions will be decided at a separate hearing, while City retain the right to appeal the findings by 2 October and continue to deny any wrong doing.
